SACCMVA adopted a hierarchical layout with a National, Provincial, Regional & Town management level structure as base for better command & control and information sharing levels.
This structure provides clear lines of authority, well-defined roles and responsibilities, clear career paths, and accountability at different levels, making it easier to manage complex organizational operations and promote efficient decision-making within a defined chain of command
The National Conference is the highest structure and is convened once every 5 Years.
The National Conference has the main objective to elect the National Executive Committee for the ensuing term.
Here all Amendments to the constitution, Policies, Processes financial reports and any other critical strategic decisions are endorsed for implementation.
The National General Council is the second highest structure and composes the entire NEC as well as all the Provincial Executive Committees across South Africa.
The NGC are constitutionally convened at least once in a 5 year term at the prerogative of the SACCMVA President and normally not within 18 months of a National Conference.
The purpose of the NGC is to :
Rescind, Review, endorse Reports, decisions, Policies, Processes and any issue it deemed necessary from any structure.
Appoint vacant positions within the NEC if less than 50% of the Executive.
The National Executive Committee (NEC) consist of 24 members elected at National Conference for a term of 5 years.
Constitutionally the NEC are not permitted to govern past its 5 year term without convening a special NGC to approve / reject such a request.
The NEC are responsible for strategic direction, planning, Budget, Operational direction, evaluations & direct liaison with the DOD & DMV.
Convene quarterly meetings at least 4 times in a financial year.
Convene an NGC at least once during their term of office.
The Provincial Executive Committee (PEC) consist of 15 elected members at a Provincial Conference (PC) every 4 Years.
The PEC convene at least once per quarter (4 times a year)
The Chairperson & Secretary of the PEC serves as Ex-Officio members to the NEC
The PEC ensures execution of NC, NGC, NEC mandate in the Province
The PEC further has a Provincial Office Bearers (POB) structure which consist of:
The Chairperson, Vice Chairperson, Secretary, Deputy Secretary, Provincial Coordinator, The Treasurer & 2 additional PEC members
The Regional Executive Committee is elected at Regional Conference every 3 Years.
The REC composes 10 elected members and follows the South African District Municipal structure as it exist today.
The REC is responsible for managing the Region's operational activities, execute and implement PEC mandate & drive member aspirations in the region
The REC further has a Regional Office Bearers group which consist of:
The REC Chairperson, The REC Deputy Chairperson, The REC Secretary, The REC Treasurer, REC Deputy Secretary
